The Business Improvement District (BID) will be governed through the established Winsford 1-5 Business Environment Group. However, in order ensure appropriate governance, a new constitution for the Group will be established. To date the Winsford 1-5 Group has been open to any company which wishes to join. Under the proposed Business Improvement District every company who contributes towards the cost of the BID, will become a member of the Winsford 1-5 Business Environment Group. Each company will be able to appoint representatives who will then having voting rights at Winsford 1-5 meetings including the Annual General Meeting.

The Winsford 1-5 Business Environment Group will vote for a small executive group of members, including a chair and a treasurer. The executive group with have limited delegated powers approved by the Winsford 1-5 Business Environment Group.

The Business Improvement District Delivery Body

Groundwork Macclesfield & Vale Royal will act as the delivery body for the Business Improvement District on behalf of the Winsford 1-5 Business Environment Group. The Trust will be responsible for managing the project and ensuring that the funds collected by the Local Authority are spent in line with the Business Improvement District Proposal.
